A quick & dirty way to face paint any photo so they look like the Joker from The Dark Knight!
Ok, we’re using Aaron Eckert, Harvey “Two Face” Dent as our subject to Jokerify.
First duplicate the photo Layer and desaturated it. (Image > Adjustments > Desaturate)

Because the face paint will muddle the details of the face (especially white paint) we need to enhance the edges of the face more. To do that we will simply increase the Contrast and decrease the Brightness. (Image > Adjustments > Brightness/Contrast…)

Now create a Layer Mask so we can restore everything back to original except the face (Layer > Add Layer Mask > Reveal All)

Just use your brush tool, with black as your color to paint back in the background. Make sure you have the Layer Mask Selected (highlight in red)
Ok, now create a New Layer and set it to Overlay (highlighted in red)
Now we being face painting. Brush white all over the face. Black for the eyes and eyebrows and dark red (#790000) for the lips .

Use the eraser to add back the wrinkle lines on the forehead and grin lines. Set the layer Opacity to about 80% so the texture of the face can come thru the paint (highlighted in red).
Next select the smudge tool to add that sloppy finger painted look using the chalk texture brush (as shown) Smudge left to right on the forehead, down on the face to mimic sweat. Follow wrinkle lines when smudging to bring them out. (ie. crows feet, smile lines, etc..)

Ok, lets finish this up!
This step requires a bit of artistic touch.
Go back to the Mask Layer (Layer 1 copy) and set your brush to about 40-50% and restore some of the background with black around the hairline, edge of the face and any spot that the paint might have worn off.
Use the burn tool (about 50%) and create semi-circles along the smile to create ’scars’ on the desaturated layer. You can also darken the eyes at this point too.
Finally add some green (brush around 30%) to the hair on the color layer (Layer 2) and you should be done!

You can also go into more detail, like liquefying the cheeks to create a more pronounced scar look, but this tutorial will all anyone to quickly create the joker look.
This method can also be used to do any type of face painted look on any photos.
